Roman Safiullin, 26, will compete against the German on Tuesday. The second-seeded Lorenzo Musetti was upset by the 55th-ranked Russian 6-3, 6-4.
In the first set, Zverev had 10 winners and four aces, and his serve held up well in the second.
In his seventh year on the circuit, Safiullin, 26, will compete in his first career final.
In his second competition since making a comeback from injury, top-seeded Karen Khachanov at the Zhuhai Championships upset fourth-seeded Sebastian Korda 7-5, 6-4 to get to the final.
Tuesday's championship match pits Khachanov against Yoshihito Nishioka. Aslan Karatsev was defeated by the eighth-seeded Japanese player 6-4, 6-4.
In the 11th game of a close opening set, Korda's drop shot into the net gave Khachanov the decisive break. In the second set, the 15th-ranked Russian improved and took control of the baseline rallies to defeat the 23-year-old American.
Vera Zvonareva of Russia defeated seventh-seeded Katie Boulter 6-4, 4-6, 7-6 (3) on the opening day of the Ningbo Open to go to the second round.
The following matchup features two-time Grand Slam champion Zvonareva against Clara Tauson, who defeated Elina Avanesyan 6-4, 6-1.
Yulia Putintseva defeated Daria Saville 6-4, 6-1 to go to this week's Guangzhou Open semifinals. The Kazakh will take on Petra Kvitova, the second-seeded player who defeated Anna-Lena Friedsam 7-6 (2), 6-1.
Eighth-seeded Lucia Bronzetti upset Swiss qualifier Jil Teichmann 7-6 (6), 6-4, while fourth-seeded Anna Blinkova defeated Viktoria Hruncakova 6-3, 7-5.
Additionally, Yuan Yue was upset by Kateryna Braidl 3-6, 6-4, 6-3, while Linda Fruhvirtova defeated Rebeka Masarova 1-6, 6-2, 1-0 (retired).
